Toledo arson rate highest Associated Press TOLEDO Toledo had the highest arson rate in northwest Ohio, up from 1,077 in 1993 to 1,099 last year, a state fire marshal's report said. Gang initiation rites contributed to the increase, said local investigator Mike Sbrocchi.

"You have to burn something, assault somebody, or steal a car," he said. Among cities in the region with decreases over the two years: Findlay, from 36 to 26; and Fremont, from 28 to 23. Those with increases included Fostoria, from 46 to 48; and Norwalk, from 21 to 25. In Lima, the number of arsons increased from 78 two years ago to 91 last year. Investigator Toby Jenkins said gangs and youth often caused the fires.

Dry conditions are forecast for Friday and on the weekend. Localized measurements 2 inches of rain are possible.

Runoff will be rapid, causing erosion and ponding in low areas. Livestock could become isolated and the movement of supplies around the farm will become increasingly difficult. Lightening associated with thunderstorms will increase the risk of power outages, putting confined animals in jeopardy. Heavi- by Gillmor's new approach. "I simply see no reason 1 why the United States government should increase the number of high-powered rifles on America's streets through the sale of surplus MIs," she said. Maloney also said she's not comfortable with the idea of a government program soliciting money from local gun clubs and the National Rifle Association, which conducts its own rifle championship at Camp Perry in Gillmor's district at the same time as the Army program holds its competition.

It has been estimated the matches add up to $10 million to the Port Clinton economy each year. "I would strenuously oppose a shooting program funded by the NRA but administered by the Army using U.S. military she said. Gillmor said anyone "who wants to help this good program should be allowed to do that. It doesn't matter if they're Democ- rat, Republican, Presbyterian, NRA or any other thing.

There won't be any official tie with the NRA or any other group." In the past, there was an official tie: a requirement that surplus M1 rifles be sold only to NRA members. That requirement was scrapped after a court challenge. Gillmor's bill would continue the program using donations from outside the federal government. The program would no longer be authorized to use tax money, but military personnel could volunteer to keep the program going. The program would be self-sufficient and "no longer be subject to congressional meddling," he said.

His measure also would ban from the program anyone convicted of a firearms charge or who belongs to "any paramilitary organization advocating the violent overthrow of the federal government." It would require sworn statements denying affiliation with those groups. Maloney said she doubted Marblehead area man to stand trial on May 23 By PATTI STEELE Staff writer FREMONT The 34-year-old man charged with firing arrows at Fremont police from his Alger Street porch Sept. 2, rejected a plea offer Tuesday in Sandusky County Common Pleas Court and will go trial May 23. Stephen J. Witt, who also uses a Marblehead address, was brought to court Tuesday morning expecting jury selection to begin.

He was surprised to find out he was scheduled for a change of plea. "I'm in the dark," Witt said as he waited with a sheriff's deputy in an empty courtroom. Witt was then ushered down the hall to the Sandusky County Prosecutor's office where he met behind closed doors with his lawyer, J. Vincent and Prosecutor John Meyers. Witt later met privately with Buchanan before he was returned to the Sandusky County Jail.

Details of the plea offer were not released. Witt was instructed by his lawyer not to comment about the deal. Witt was originally charged with three counts of attempted murder but a grand jury reduced May Day! May Day! Help us make room for new merchandise arriving daily. Spring Clearance Now thru May 31st. She also noted that Mark Koernke, leader of an anti-government militia group, has said that he used membership in the federal program to gain access to rifle ranges on military bases in Michigan. Gillmor said, "'This program does absolutely nothing to encourage the militia movement. "It doesn't have any involvement with it and doesn't want to have any involvement with it," he said. Specifically, the letter asks for support of a 40-year low interest loan the county has sought from Rural Economic and Community Development Services (RECDS).

This loan will be earmarked to assist with financing of the $9 million water plant and related costs. "By utilizing RECDS moneys, the county will be able to provide safe drinking water to half of Ottawa County at an affordable rate," the letter continues. The letter also asks that a project description and funding request be read into the Congressional Record. During a recent conversation with Kaptur, Commissioner Steve Arndt said he understand projects read into the record had never gone unfunded. At the time, Kaptur didn't commit to reading the project into the record.
