Arthur Price 40, was arrested March 20 by the Bellevue Police Department after a confidential source recorded Price in the middle of sexual acts using a metal table, and turned over three DVD's of the event to the police. Price's backyard faces a school. Price has prior convictions for public indecency, voyeurism and criminal damaging that occurred in Tiffin and Bowling Green in the late 1980s. His first incident occurred on Sept. 3, 1987, in Bowling Green, when he was arrested for voyeurism.

According to Bowling Green Police Department reports, a 21-year-old woman reported she saw a man wearing a bandanna over his mouth. He was staring into her apartment windows for about three minutes. Price, 20 at the time, was later arrested. Nearly two weeks later, Price was involved in an incident in- volving a 24-year-old female. Bowling Green police records contained no details about the incident.

After an investigation by the Tiffin Police Department, Price was caught performing a sexual act in the utility closet while looking through the hole. He pleaded guilty to two charges of voyeurism and one count of criminal damaging.

He was sentenced to four days in jail and was required to pay restitution for the damages and undergo counseling, according to the report. Sandusky County Prosecutor Tom Stierwalt said with the Adam Walsh Act, which reclassifies registered sex offenders, voyeurism would now be considered a Tier I offense and the offender would have to register as a sex offender. But, since the incidents took place in the 1980s, Price is not considered a sex offender. Price was charged last month with four felony counts of public indecency. Those charges were dropped Miller Boat Line working in its services to islands Continued from Al to 11 and $19 for a vehicle.

Three trips to Middle Bass Island are scheduled during the week, and four will be scheduled for the weekend, Miller said.

He was scheduled to be in court Tuesday. "As charged, they had some problems in Bellevue," Leffler said. "They didn't have prior convictions (which they need for felony charges)." Leffler did say other charges may be filed in the future. "In the next five weeks, we'll have something here," Leffler said. "We're looking at harm to juveniles (for future charges)." He went on to say they'll be investigating the incident by checking out details like the exact times the sex acts took place, and if they occurred at the time of Ridge Elementary School's recess.
