News Herald, Port Clinton, Ohio, Thursday, September 19, 1996 Agriculture State task force gives hope to farm preservationists Associated Press Julia Cady was once among Ohio farmers worried that housing tracts or industrial parks might gobble up her farm. But Cady now may be the envy of those farmers because she found protection in her own back yard. "Our ancestors worked hard to make the land productive," said Cady, whose family owns a 440-acre farm near Yellow Springs. "We're not against change, but we're certainly for saving farmland." Cady had worried that the farm, which her family first plowed in 1848, could be lost if her descendants cannot resist the temptation to sell it for development. So last year she signed over a conservation easement to a local group that promotes preservation of open spaces.

Under the easement, Cady's family still owns the land and can even sell it, but no future owner may develop it. "We felt strongly about it, but there isn't a program in Ohio to buy your rights," Cady told the Dayton Daily News for a story this week. "We felt we couldn't wait for that to come." The push to save Ohio farmland got a boost last month when Gov. George Voinovich created the Ohio Farmland Preservation Task Force. The group, whose members are still being selected, will study what the state can do to help farmers who want their land to remain agricultural.

Eleven other states have pro grams for buying development rights for farms. When the rights are sold, land is taken off the market for potential home or business construction. There are 15.1 million farm acres in Ohio, down by 1.4 million acres since 1974, according to the Ohio Agricultural Statistics Service. Currently, Ohio farmers who want to protect their land against development can either give away development rights to someone they see as a protector, sell the land to a conservancy group, or hope for protective zoning. Vince Squillace, executive vice president of the Ohio Home-builders Association, said farmland preservation is just one factor in an always changing real estate market.

Population growth and the need for new homes and business sites as well as some farmers' desire to sell off their land to pay for their retirements have always made property available. "Growth and development is going to occur," Squillace said. "People are going to choose where they want to live and where they want to set up a business, and if there are obstacles, they will just go around them." Peggy Schear, a community development specialist with the Ohio State University extension service, said land immediately outside of cities will be the target for the next wave of development.
