Explain new programs to two juveniles New Juvenile court programs Plans designed to prevent, rehabilitate By CLAUDINE KRISS News-Herald staff writer With the approval and backing of Probate and Juvenile Judge Merrill Rudes, Ottawa County probation officers Marlene Young and Jim Stiger have begun two new programs for preventing delinquency and rehabilitating delinquent and pre-delinquent juveniles. Mrs. Young has started a Volunteer Probation Officer program for working with juveniles who have been referred to juvenile court for various reasons. Stiger's program is aimed more at juveniles who are not in trouble, but could easily become involved in trouble.

Mrs. Young explained the VPO program was one in which volunteers worked with juveniles on a one-to-one basis. "These are juveniles who have been referred to court because they lack supervision at home or have emotional problems and need attention they don't receive at home," she stated. The VPOs are professional persons in the community who are willing to spend at least one hour each week with their assigned juvenile. VPOs may spend the hour each week with the juveniles in a variety of ways, according to Mrs.

Young. It could be going out for a soft drink, a movie, or just visiting. Once each month, all the VPOs and their assigned juveniles get together for a group activity. This month, the group will go ice skating at Bowling Green. Mrs.

Young is seeking community support for the group activities. She is hoping costs for the outings might be kept to a minimum and added the group is open to suggestions for group activities. "It would really depend on what an organization might wish to sponsor," she explained. Some of the ideas she has come up with include visiting Hayes Memorial, going horseback riding, attending plays or concerts or going on picnics. She noted the group would not exceed 12 to 15 juveniles and their VPOs.

Eight VPOs are already involved in the project, according to Mrs. Young, and she hopes to soon have 12. At present, three are women and five are men. They range in age from 21 years old up. Among the things the VPOs will be doing is helping link the family of the juvenile together, work with the family, check on the juvenile's progress in school, help with problems concerning family or friends and help bring out the positive things in the juveniles.

Stiger's program is geared more toward giving juveniles an opportunity to experience things they would not ordinarily experience. This is to be provided in monthly activities which he also hopes to find organizations to sponsor. According to Stiger, and Judge Rudes the program is aimed at children who might become delinquents if not given other opportunities. "This is a way of giving kids a chance to observe different things which they wouldn't get at home," Rudes explained. "We try to stress the fact these kids belong to the whole community.

They will be the adults of the community in a few years. Money spent on the now will be paid back later with better citizens," he added. Stiger is not only looking for organizations which will sponsor activities by providing funds, but hopes the members of the organizations will join in on the activities. These activities are also being left largely to the sponsoring organizations, but some of the suggestions would include visiting the zoo, attending ball games, hockey matches and other sporting events, taking the boys fishing and helping the girls learn to cook, hikes and cookouts. "We hope the sponsoring organizations would provide transportation and adult chaperones or supervisors," Stiger noted.

He and Judge Rudes said they felt it might be a good opportunity for youth organizations who wished to help with a community project. "This program is geared more toward prevention than after care," Stiger explained. "Many of these kids just need someone to show a little interest in them. They need to have an opportunity to associate with adults and have a better relationship with adults," he added. In addition to seeking organizations to sponsor activities, Stiger is hoping schools, churches, individuals and other organizations will also recommend juveniles who might benefit from such a program.

Any group or organization which would like to sponsor one of these activities or recommend someone for Stiger's program may contact Stiger or Mrs. Young at the county courthouse or call 732-3005 or 734-4588. City, county miss on grants Ottawa County and the City of Port Clinton apparently won't be receiving any of the Community Development Act "Block Grant" monies for 1975 officials at both levels learned Tuesday. In fact, according to the form-type letter received locally, it doesn't appear as though any. political subdivisions which applied for "discretionary" funds will be receiving any of this federal money this year.

McLaury said the remodeling of the City Hall entrance has been dropped at this time because of cost. McLaury explained the total cost of the remodeling including the entrance work exceeded $58,000 and the city had only set aside $45,000 for the entire project. He said the entrance might be remodeled in the future. McLaury said the contractor estimated 120 days to complete the remodeling including the now defunct entrance work, so the figure should be less. Fremont died Tuesday in Gaymont Nursing Home, Norwalk. Mrs. Wonnell, 91, was born September 29, 1883, in Deshler, Ohio, the daughter of William and Rosetta Mackey Washburn. Her husband, George, whom she married August 7, 1907, died in 1970. She was also preceded in death by two sons, Donald and Harold in 1917, and by a sister, Mrs.

Rosetta Beat. Surviving are one son, Gerald, Port Clinton; one daughter, Mrs. Richard (Ruth) Easton of New London; two sisters, Dr. D.C. Washburn Bay, D.O., and Mrs.

Warnke Clifford F. Warnke, 4147 East State died Monday at Cherry Hill Nursing Home, Toledo. He had been a patient there only a few days after bring transferred from Medical College of Ohio where he was a patient nine weeks. Mr. Warnke, 68, was born September 18, 1906.

He is survived by his wife, Alice; two sons, Robert and Donald, a daughter, Carol Dages, two brothers, Ralph anad Walter, all of Port Clinton; two sisters, Mrs. Kenneth (Marie) Schoerger of Port Clinton and Mrs. Betty Pautz of Toledo; and grandchildren.
